Xowa is a good reader for an offline copy of Wikipedia. Here’s a place to download the Wikipedia dump (.xml file). Use the English/articles/multistream version. To use Wikipedia, the dump has to be imported. Here are the steps to import the .xml file. To run Xowa standalone, copy Java files to the USB drive.
